A Cedar Rapids man has pleaded guilty in federal court to multiple child exploitation offenses. Kevin Patrick Sullivan, 43, admitted to producing visual depictions of a child engaged in sexually explicit conduct between June 2013 and February 2015. He also acknowledged possessing child pornography involving a prepubescent child on several electronic devices from June 2013 to January 2025, and receiving child pornography over the Internet between November 2013 and January 2025.
Sullivan’s case is part of Project Safe Childhood, an initiative by the Department of Justice aimed at addressing child sexual exploitation and abuse. The program brings together federal, state, and local resources to investigate and prosecute individuals who exploit children, as well as to identify and assist victims. Sentencing will take place before United States District Court Chief Judge C.J. Williams after completion of a presentence report. Sullivan remains in custody awaiting sentencing. He faces a mandatory minimum sentence of 15 years in prison and could receive up to 70 years’ imprisonment, along with fines totaling $750,000, special assessments amounting to $117,300, and lifetime supervised release following any incarceration.
The prosecution is being handled by Assistant United States Attorney Devra T. Hake. The investigation was conducted by the Federal Bureau of Investigation and the Iowa Division of Criminal Investigation.
