Congresswoman Ashley Hinson announced on Apr. 29 the reintroduction of the Promoting the Unbiased Role of Employees in the Executive Act, known as the PURE Executive Act, alongside Congressman Jared Golden. The legislation seeks to prevent senior Executive Branch employees from lobbying their former agencies for five years and imposes a lifetime ban on lobbying for foreign governments or related companies.
The bill aims to address concerns about government corruption and conflicts of interest that can arise when high-ranking officials leave public service for private sector roles that seek to influence government policy. Supporters say these measures are intended to protect sensitive U.S. information and ensure public trust in federal institutions.
“Washington insiders shouldn’t be able to leave their taxpayer-funded posts and use their status to immediately cash out and lobby their politician friends, and they should never be able to use sensitive U.S. intelligence to benefit a foreign adversary. This is exactly the kind of corruption Iowans sent me to Congress to root out – we have to drain the swamp and clean up Washington,” Hinson said.
Golden said, “Senior government officials’ decisions should be about serving their country — not how to position themselves for the most profitable, influential job possible after they leave civil service. Further restricting these leaders from immediate lobbying gigs will help ensure they keep their eyes on the actual prize: better outcomes for working families.” Current law restricts some officials from lobbying for one year, while more senior officials face a two-year ban; however, advocates argue these rules do not go far enough because some can still work on behalf of foreign interests.
Ashley Hinson has represented Iowa’s 2nd district in Congress since replacing Abby Finkenauer in 2021 according to Ballotpedia. She previously served in the Iowa House of Representatives from 2017 until her election to Congress as reported by Congress.gov. Born in Des Moines in 1983, Hinson is now 39 years old and resides in Marion according to Vote Smart. She earned her Bachelor of Arts degree from the University of Southern California in 2004 as noted by LinkedIn.
The proposed legislation would expand current restrictions by instituting longer bans on post-government employment activities involving both domestic agencies and foreign entities.
