U.S. Attorney David Waterman has announced the appointment of the senior leadership team for the Southern District of Iowa.
Andrew Kahl will continue as First Assistant U.S. Attorney, a position he has held since 2022. Kahl has worked in the Department of Justice for 35 years and joined the U.S. Attorney’s Office in 1997. He previously served as Criminal Chief, Appellate Chief, Senior Litigation Counsel, and Professional Responsibility Officer. He is a member of the Iowa State Bar Association and serves on its Federal Practice Committee.
Andrea Glasgow has been appointed Criminal Chief while also remaining Branch Chief of the Davenport Office, a role she began in 2024. Glasgow brings 12 years of prosecution experience at both federal and state levels and has worked in the U.S. Attorney’s Office since 2018. She has led investigations into federal offenses such as drug trafficking, firearms violations, and child exploitation cases.
Amy Jennings will continue as Deputy Criminal Chief, a position she has held since 2023. Jennings joined the office in 2011 and is recognized for her work prosecuting sex trafficking cases. She is considered an expert in this area and contributed to making the district one of the top five nationally for human-trafficking enforcement.
Adam Kerndt was named Deputy Criminal Chief after serving in the office since 2012. His experience includes leading investigations into child exploitation, financial fraud, drug trafficking, firearms offenses, as well as national security matters.
Jason Griess remains Branch Chief of the Council Bluffs Office after serving in that capacity since 2023. Griess started with the office in 2000 and previously held positions as Deputy Criminal Chief and Criminal Chief.
Kyle Hanson takes on the role of Appellate Chief following his service with the Iowa Attorney General’s Office spanning over 15 years before joining DOJ in 2023. Hanson has managed more than 600 appeals across several courts including state supreme courts and federal appellate courts.
Richard Westphal was appointed Senior Litigation Counsel after serving various roles within the office since joining in 1997, including Branch Chief of Davenport Office, Criminal Chief, and U.S. Attorney.
Deb Harvey continues as Administrative Officer—a role she began upon joining DOJ in 2012 after three decades with the Army both on active duty and as a contractor. She specializes in logistics management and resource management for Department of Defense components.
Madison Lancaster will remain Supervisory Paralegal after taking up this position in 2024. Lancaster has spent seven years at the U.S. Attorney’s Office during her total of seventeen years working for federal agencies.
Charlotte Kovacs continues her service as Victim Witness Coordinator Supervisor since her appointment to that post in 2019. Kovacs also acts as a Victim Advocate for DOJ’s Sexual Misconduct Response Unit with extensive experience providing victim services related to human trafficking and death cases.
