The Iowa Department of Transportation (DOT) is currently in the process of setting its Disadvantaged Business Enterprise (DBE) goal for Federal Fiscal Years 2026-2028. This goal pertains to projects funded by the Federal Transit Administration (FTA). The department is seeking public input on the goal-setting process from various groups, including minority and women organizations, general contractors, community organizations, and other officials who may have relevant information about the availability of disadvantaged and non-disadvantaged businesses and the impact of discrimination on DBE opportunities.

The Iowa DOT must adhere to federal regulation 49 CFR Part 26.45 when establishing its DBE goal. Public comments are invited on how this goal should be set for FTA-funded projects. Feedback can be sent to Kristin Haar, Public Transit Director at the Iowa Department of Transportation, located at 800 Lincoln Way, Ames, IA 50010 or via email at kristin.haar@iowadot.us.

To comply with the federal DBE goal-setting process, meetings will be held virtually through Microsoft Teams. Interested parties can join these discussions by emailing kristin.haar@iowadot.us to be added to the distribution list for meeting invitations. The first meeting to discuss the goal-setting process is scheduled for June 23, 2025, from 3 p.m. to 4 p.m., while a second meeting to discuss the proposed goal will take place on July 15, 2025, from 9 a.m. to 10 a.m.

For any questions regarding the DBE goal-setting process for FTA-funded projects, Kristin Haar can be contacted at 515-233-7875.
