A Rockwell, Iowa man has been sentenced to 21 years in federal prison for producing and distributing child pornography. David Bradley Garrison, 44, pleaded guilty on March 6, 2025, to charges of sexual exploitation of a child and distribution of child pornography.

According to evidence presented at sentencing, Garrison recorded a video in July 2021 that showed a child engaged in sexually explicit conduct. He distributed child pornography to several individuals in May and August 2021. Authorities found thousands of images and videos in his possession depicting infants as well as acts involving torture or bondage. After law enforcement searched his home in January 2022, Garrison continued to possess illegal material.

United States District Court Judge Leonard T. Strand handed down the sentence in Sioux City. In addition to the prison term of 252 months, Garrison was ordered to pay $16,000 in restitution to victims and will serve five years of supervised release following his incarceration. There is no possibility of parole under the federal system.

“This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. Led by the United States Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who sexually exploit children, and to identify and rescue victims. For more information about Project Safe Childhood, please visit www.usdoj.gov/psc. For more information about Internet safety education, please visit www.usdoj.gov/psc and click on the tab “resources.””

Garrison remains in custody with the United States Marshals until he is transferred to a federal prison.

The prosecution was handled by Assistant United States Attorneys Devra T. Hake and Dillan Edwards. The investigation involved multiple agencies including the Department of Homeland Security, U.S. Customs and Border Protection, Federal Bureau of Investigation, Iowa Department of Public Safety Division of Criminal Investigation, and Rockwell Police Department.
