Senate Judiciary Committee Chairman Chuck Grassley (R-Iowa) has released updated legislative text for the Judiciary Committee’s provisions included in Senate Republicans’ One Big Beautiful Bill Act. The updates follow approval by the Senate Parliamentarian.

Grassley stated, “Democrats are fighting tooth and nail to keep criminal illegal immigrants in our country and on the taxpayers’ dime. The voters rejected that radical approach in November, and Republicans are now disposing of Democrats’ radical open borders agenda by securing historic investments in border security, providing monumental support for law enforcement, and incorporating commonsense immigration and work authorization fees.”

The parliamentarian supported most of the Judiciary provisions proposed by Republicans. Key measures include blocking Department of Justice funds from being used in sanctuary cities that do not enforce federal immigration laws, as well as cutting off DOJ funding to certain non-governmental organizations.

Other provisions aim to address federal courts' use of universal injunctions. These include providing DOJ funds to hire more federal attorneys to challenge such injunctions, requiring courts to publish data on injunctions issued against the government, and establishing judicial training programs focused on legal issues related to universal injunctions.

Additional measures establish a new compensation fund for states and localities covering costs associated with incarcerating criminal aliens. Resources will also be allocated to improve screening and vetting processes for all individuals seeking entry or intending to remain in the United States. Funding is set aside for efforts aimed at protecting alien children from exploitation through fingerprinting and DNA collection of migrants entering without valid visas, following existing immigration law.

The bill also makes funds available for the Department of Homeland Security to support state and local involvement in homeland security operations, including immigration enforcement activities.
